通过全面系统分析研究工程地质勘察资料及施工环境,结合长期主管广州地铁建设的经验和教训,提出地下工程管理应以风险管理为核心的理念,强化全员、全方位、全过程的风险管理的意识、制度和行为,创新并实践风险预控方法(设计方案、施工工法、工艺设备等),建立“认知地质为基础、创新方法为手段、精细管理为根本”的以人为本的风险控制模式。
