温州市域铁路S1线开通运营后反映出客流水平不高、交通衔接不畅等问题，导致人们对S1线建设的质疑，进而对发展市域铁路产生困惑。结合国家对市域铁路的发展政策以及温州对轨道交通的期望与诉求，探讨市域铁路作为组团之间通勤化、快速度、大运量的轨道交通系统，对城市空间拓展、城市用地开发的支撑作用，为今后市域铁路建设提供思路，并针对温州市域铁路的未来发展，提出加快沿线用地开发、优化交通衔接方案、合理安排建设时序、合理制定技术标准以及优化轨道交通网络等措施。

After the opening and operation of Wenzhou suburban Railway Line S1, problems such as low passenger flow level and poor traffic connection have arisen, leading to public doubts regarding the construction of Line S1 and, further, to confusion on the development of suburban railways. In combination with the national development policy of the suburban railway and Wenzhou’s expectation and appeal for rail transit, the role of suburban railways as a commuter, high-speed, and large-volume rail transit system among groups is discussed herein, as well as its supporting role in urban space expansion and urban land development, providing ideas for future construction of suburban railways. In view of the future development of railways in Wenzhou, certain countermeasures have been proposed, such as acceleration of the development of land along the railway, optimization of the traffic connection scheme, rational arrangement of the time sequence of the construction, rational formulation of technical standards, and optimization of the rail transit network.
