城市轨道站点与周边土地的联动开发是实现二者协调发展的关键之一,对城市经济和交通都具有积极作用。对国内外城市轨道站点区域联动开发进行总结分析有助于指导我国轨道站点区域的联动开发。本文从产权和城市经济学视角,将轨道站点联动开发分为内外联动和上下联动两类,并进行了相关界定。分别结合日本联动开发政策以及涩谷站数据、上海联动开发政策和打浦桥站区域数据,对内外联动和上下联动的规划和实施途径及其在我国的适用性进行了分析。最后,参考更多经典的联动开发案例,对比分析了国内外城市轨道站点区域联动开发的实施机制及特征;并从政策和规划设计两个角度深入阐述对我国联动开发的启示。研究结果表明,我国可采用“政府统筹、市场执行”的模式;根据我国土地所有制度,探索“集约换使用权”、“整体出让使用权”等多样化的土地管理模式,有利于成本分担和收益共享的反哺策略;制定配套且细化的技术规范;进行立体化、多样化、一体化衔接设计。

The integrated development of urban rail stations and surrounding land is one of the keys to the coordinated development of the two, and it has a positive effect on urban economy and transportation. A summary and analysis of the domestic and foreign integrated development of the urban rail station area can better guide the integrated development of the rail station area in my country. From the perspective of property and urban economics, this paper divides the integrated development into two types: internal-and-external integrated development and up-and-down integrated development, and has made relevant definitions. Combined with the Japanese integrated development policy and Shibuya station data, Shanghai integrated development policy and Dapuqiao station area data, the planning and implementation of two integrated development types and their applicability in my country are analyzed. Finally, referring to more classic cases of integrated development, compare and analysis the implementation mechanism and characteristics of the integrated development of urban rail station areas at home and abroad, and the enlightenment for our country is given from the perspectives of policy and planning, The research results show that our country can adopt the mode of “government overall planning and market execution”; according to our country’s land ownership system, explore diversified land management modes such as “intensive exchange for use rights” and “integral transfer of use rights” , which are conducive to the strategy of cost sharing and revenue sharing; formulate supporting and detailed technical specifications; carry out three-dimensional, diversified, and integrated design.
