针对城市轨道交通突发事件的特点,综合考虑了城市轨道交通建设期及运营期应急管理信息化的需求,阐明了智慧化综合应急管理系统的关键技术、设计原则及系统架构,介绍了应急一张图、应急值守、应急预警、辅助决策、应急指挥、物资调度、应急演练等主要功能模块的建设。该系统使建设期与运营期的应急物资、应急队伍以及应急专家等重要资源实现共享,自动应急预警、辅助决策、推荐最优应急救援路线等功能则显著提高了突发事件应对能力及处置效率。

In view of the characteristics of urban rail transit emergencies, comprehensively considering the needs of emergency management informatization in the construction and operation period of urban rail transit. The key technologies, design principles and system architecture of intelligent integrated emergency management system are expounded This paper introduces the construction of the main function modules of emergency map, emergency guard, emergency warning, auxiliary decision, emergency command, material dispatch, emergency drill, etc. The system enables the sharing of important resources such as emergency supplies, emergency teams and emergency experts during the construction and operation period. The functions of automatic emergency warning, auxiliary decision-making, and recommendation of the optimal emergency rescue route can significantly improve the emergency response capacity and disposal efficiency.
