收缩城市规划是当前规划研究的热点之一,日本近年来兴起以扩张型城市向集约型城市转型发展为主要理念的选址优化规划,以适应收缩城市时期的建设需要。基于TOD模式视角,选址优化规划系统地提出了公交引导收缩的规划方法,特别是针对被收缩区域如何规划,可以总结为三个方面的规划方法与对策:一是对缺少轨道公交支撑的非TOD区域进行用地收缩规划;二是开发量与设施向站点地区转移;三是被收缩区域向非建设用地转化。通过案例解读,选址优化规划收缩目标的实现需要通过协同机制、激励政策和申报制度作为保障。在此基础上,提出借鉴思考。

Shrinking city is one of the hot topics of urban planning research. In recent years, Japan has developed the location optimization planning with the main idea of transforming from an expanding city to a compact city to meet the shrinking needs. Under the perspective of TOD, this planning systematically gives transit oriented shrinking methods. Especially in the shrunk area, location optimization planning puts forward clear countermeasures, include three aspects: the first is the land shrinking planning of non TOD area without rail transit support; the second is the transfer of FAR and facilities to the station area; the third is the feasible transformation from the shrinking area to the non-constructive land. This method can be understood as “Transit Oriented Shrinkage”. Through case studies, the efficient practice of location optimization planning for shrinking needs three aspects of system guarantee: coordination mechanism, incentive policy and declaration system. On this basis, this paper gives reference and thinking.
