轨道交通车辆基地用地规划的规划布局和用地规模对其综合开发的可行性和经济性影响显著。在对车辆基地的综合开发特征和开发现状进行分析总结的基础上,以北京、南宁等城市为例,对典型车辆基地的规划布局和用地规模进行研究,研究发现由于车辆基地周期长、成本高、兼容性低、开发绩效敏感性强等工艺属性的主观因素和规划布局偏远、配套缺乏限制预期收益,重大项目单选用地的模式造成制度瓶颈、简单节地设计增加开发成本等用地规划的客观因素限制了车辆基地综合利用的实施效果和综合绩效。基于此,对车辆基地在功能定位、选址标准、用地程序、规划编制等方面存在的缺失和错位提出改进建议。

The planning layout and land scale of the land use plan of the rail transit vehicle base have a significant impact on the feasibility and economy of its comprehensive development. On the basis of the analysis and summary of the comprehensive development characteristics and development status of the vehicle base, taking Beijing, Nanning and other cities as an example, the planning layout and land use scale of the typical vehicle base are studied, and it is found that due to the subjective factors of the vehicle base cycle, high cost, low compatibility, strong sensitivity to development performance and other process attributes, the remote planning layout, the lack of supporting facilities to limit the expected benefits, and the mode of single choice of land for major projects has caused institutional bottlenecks. Objective factors of land use planning, such as simple land-saving design and increased development costs, limit the implementation effect and comprehensive performance of comprehensive utilization of vehicle bases. Based on this, suggestions are made for the improvement of the lack and misalignment of the vehicle base in terms of functional positioning, site selection standards, land use procedures, planning and preparation.
