我国各大城市轨道交通运营企业普遍采用单线运行控制模式,在管理成本、运营组织效率方面的不足随着线网运营规模扩大而日益凸显。针对该问题,北京地铁正尝试探索更为科学和经济的集约化线网调度指挥新型模式。本文从运营控制和调度管理角度深入分析城市轨道交通线网调度指挥模式特点,并选取国外典型地铁“分散控制、集中管理”、“集中控制、集中管理”的线网调度指挥模式为对象,详细分析其调度指挥组织架构及其系统建设等特点。最后,对比北京地铁线网调度指挥模式与国外典型地铁的差异,形成北京地铁集约化调度指挥模式建设的启示,为行业高效、集中、节约的调度指挥体系建设提供参考。

Our country’s urban rail transit (URT) operation enterprises generally adopt the single-line operational control mode, and its shortcomings in management costs and operational organization efficiency are becoming increasingly prominent with the expansion of the scale of line network operation. In response to this problem, Beijing subway is exploring a more scientific and economical new mode of multi-line intensive dispatching and commanding. This paper deeply analyzes the characteristics of dispatch and command mode from the perspective of operation control and dispatching management, then selects the typical foreign subway network dispatch and command mode of "decentralized control, centralized management" and "centralized control, centralized management" as the object, and analyzes dispatch and command organizational structure and systems construction in detail. Finally, the differences between the dispatch and command mode of Beijing subway and the typical foreign subways are compared to form the enlightenment of the construction of intensive dispatching management mode, which provides reference for the construction of centralized, economical and efficient dispatching command system in the URT industry.
