轨道交通TOD为导向的城市更新是实现特大城市有效更新的重要路径。本文旨在从制度特征、核心主体及更新规律三个层面总结东京轨道交通TOD推动城市更新发展的特征,并对二子玉川站再开发案例进行分析,为我国特大城市TOD模式下的城市更新提供经验借鉴。研究发现,在日本轨道交通TOD站点更新中,政府通过赋予以轨道主体为核心的再开发组织法定权利,将规划开发及土地利用的权力下放给市场,由再开发组织进行项目设计和项目开发;通过将再开发区域指定为 “再开发促进地区”,放宽再开发区域内的容积率限制,激励轨道主体参与公共空间建设并获得更高的开发强度,推动了土地利用价值最大化并实现参与主体的利益平衡。

Rail transit TOD-oriented urban regeneration is an important path to achieve effective renewal of megacities. This paper analyzes the characteristics of Tokyo rail transit TOD promoting urban regeneration and development from three aspects: institutional characteristics, subject characteristics and renewal law, and takes the redevelopment project of Futako-Tamagawa Station in Tokyo as an example, so as to provide experience and reference for urban renewal under TOD mode in mega cities in China. This study finds that in the renewal of Japan's rail transit TOD stations, the government delegated the power of planning, development and land use to the market by entrusting the redevelopment organization with the main body of the track as the core, and the redevelopment organization carried out the project design and project development. By designating the redevelopment area as "redevelopment promotion area", relaxing the floor area ratio restriction in the redevelopment area, encouraging the track subjects to participate in the construction of public space and obtain higher development intensity, promoting the maximization of land use value and achieving the balance of interests of the participants.
