利用既有铁路开行市域列车投资小、建成速度快，但在规划、建设、运营等方面缺乏统一标准。结合市域铁路的功能定位，在梳理既有铁路开行市域列车建设模式和运营特点的基础上，提出现阶段政策体系、四网融合、运营效果、用地开发上存在的关键问题。以西户铁路改造为例，分析运输组织模式、客流特征、交通接驳方式等，深入探讨单线市域铁路客货混跑模式的适用性，并针对西户铁路未来发展，提出完善机制体制建设、优化交通衔接方案、提升运营组织效率、加快沿线用地开发等策略，为后续既有铁路改造提升提供借鉴参考。

The advantage of using the existing railway to operate the suburban railway is that the investment is small and the construction speed is fast, but there is a lack of unified standards in planning, construction, operation and other aspects. Based on the functional orientation of suburban railway, and on the basis of sorting out the construction mode and operation characteristics of suburban railway develop on existing railway, this paper puts forward the key problems existing in the current policy system, the four-networks integration, operation effect and land development. Taking the reconstruction of Xi’an-Huyi railway as an example, analyze the mode of transportation organization, the characteristics of passenger flow, the mode of transportation connection, this paper discusses the applicability of the passenger-cargo mixed-run mode of single-track railway. In view of the future development of Xi’an-Huyi railway, this paper puts forward some strategies, such as improving the mechanism and system construction, optimizing the transportation connection scheme, improving the efficiency of operation organization, and accelerating the land development along the railway line, so as to provide reference for the subsequent reconstruction and improvement of existing railways.
