城市轨道交通初步设计公共安全专篇对于从源头上科学规划设计安全防范工程，有效提升运营期间安全防范能力、防范化解公共安全风险具有重要作用，也是公安机关提前介入城市轨道交通工程建设的重要载体。基于城市轨道交通公共安全风险及安防标准制定情况分析，提出专篇编制应采用模块化形式，按照反恐防暴、应急管理及警务保障三个模块进行设置。规划地省级公安机关负责组织专家组对专篇进行审查，并最终出具书面审查意见，从法律法规、标准规范及政策要求三个方面系统梳理了专篇审查的主要依据，通过研究分析，提出专篇审查全过程可分为项目发起、初步审查、现场审查、复审及审查完成五个阶段，各阶段明确了参与部门、工作流程及相关材料等要素。研究成果实现了专篇编制与审查全过程各阶段、各部门工作流程标准化，为相关省（市）科学规范开展此项工作提供借鉴和参考。

The public safety monograph of the preliminary design of urban mass transit plays an important role in scientific planning and design of safety precaution engineering from the source, effectively improving the ability of safety precaution in operation, preventing and defusing public safety risks, it is also an important carrier for Public Security Organ to intervene in the construction of urban rail transport engineering early. Based on the analysis of the public safety risk and the establishment of the security standards of urban rail transit, the paper proposes that the monograph should be compiled in the form of modularization, in accordance with anti-terrorism riot, Emergency Management and police support to set up three modules. The Provincial Public Security organ of the Planning District is responsible for organizing expert group to review the monograph and finally issuing a written review opinion, the main basis of the review is systematically sorted out from three aspects: laws, regulations, standards and policy requirements, through research and analysis, the whole process can be divided into five stages: Project Initiation, preliminary review, site review, review and completion of review. The research achievement has realized the standardization of the whole process, and provides the reference for the related province (City) to carry out this work scientifically.
