为提高轨道交通沿线土地综合开发效益，引导城市轨道交通站点综合开发有序发展并保障对城市可持续发展的支撑作用，基于顶层设计的角度创新研究了佛山市TOD综合开发总体策略。首先，梳理了作为粤港澳大湾区重要特大城市的佛山市现阶段轨道交通综合开发工作中面临的利益共享机制缺失、沿线土地未提前收储、场站选址规划统筹不足、轨道建设与综合开发时序错配等实际问题；然后，在建立合理开发的整体协调框架的基础上提出了完善顶层设计、加强战略统筹、提前土地整备收储、探索多元供地等开发对策。最后，以佛山市城市轨道交通第二期建设规划线路（4号线一期、2号线二期和11号线）沿线用地规划实践为例，从顶层政策问题、顶层规划问题（国土空间规划与综合交通规划统筹问题）、土地问题（土地整备收储、多元供地模式问题）、TOD建设模式问题等多个层面，探索建立了符合佛山市特色的综合开发顶层设计实践路径，提出了适合佛山市实际的TOD综合开发总体策略，有效指导沿线站点周边土地综合开发实施落地，为国内类似的都市圈特大城市提供了有一定借鉴意义的顶层设计实践经验与参考依据。

For improving the comprehensive development efficiency of land along rail transit lines, guiding the orderly development of urban rail transit stations and ensuring the supporting role of urban sustainable development, the innovative research on the overall strategy of TOD comprehensive development in Foshan based on top-level design was conducted. Firstly, sorting out the practical problems faced by Foshan City, as an important mega city in the Guangdong Hong Kong Macao Greater Bay Area, in the current stage of comprehensive development of rail transit, such as the lack of interest sharing mechanisms, failure to collect and store land along the line in advance, insufficient planning and coordination of station site selection, and mismatched timing between rail construction and comprehensive development; Then, a comprehensive coordination framework for reasonable development and propose development strategies such as improving top-level design, strengthening strategic coordination, advancing land preparation and storage, and exploring diversified land supply was established. Finally, taking the land use planning practice along the second phase of urban rail transit construction planning in Foshan City (Line 4 Phase I, Line 2 Phase II, and Line 11) as an example, top-level policy issues, top-level planning issues (coordination of national spatial planning and comprehensive transportation planning), land issues (land preparation and storage, diversified land supply mode issues), and TOD construction mode issues were discussed, it explored and established a top-level design practice path for comprehensive development that is in line with the characteristics of Foshan City, it proposed a TOD comprehensive development overall strategy that is suitable for the actual situation of Foshan City, effectively guided the implementation of comprehensive development of land around stations along the line, and provided valuable top-level design practice experience and reference basis for similar metropolitan areas.
