双重预防机制建设是我国城市轨道交通安全管理领域的重要工作,现阶段由于实操层面法规标准的缺失,双重预防机制建设缺少明确的指导,各地市对双重预防机制的理解和执行存在差异,在实施过程中也存在各式各样的问题。通过对双重预防机制建设现状的调研与分出,总结得出双重预防机制建设过程中所存在的问题主要表现在名词术语混用、安全风险管理考核缺少、隐患排查工作不完整、隐患分级标准不统一、隐患整改不彻底、风险隐患结合不充分等方面,提出了规范相关名词与术语、构建全过程隐患排查机制、关联风险与隐患条目、统一考核机制、配套安全教育培训等方面的对策措施建议。相关研究可为城市轨道交通工程建设领域双重预防管控的规范与提升提供参考。

The construction of dual prevention mechanism is an important work in the field of safety management of Urban Rail Transit projects. At this stage, there is a deficiency of the guidance for the construction of dual prevention mechanism due to the lack of laws and regulations, there are differences in the understanding and implementation of the dual prevention mechanism in various cities, and there also appear various problems in the executing process. Through the investigation and separation of the current situation of the construction of the dual prevention mechanism, it is concluded that the problems are mainly manifested in the mixing of phrases and terminologies the lack of safety risk management assessment, the incomplete investigation and rectification of hidden dangers, the inconsistent grading standards of hidden dangers, and the insufficient combination of risk and hidden danger controls. Relevant research can provide reference for the standardization and improvement of dual prevention and control in the field of Urban Rail Transit engineering construction
