针对当前我国建设意愿与融资情况矛盾愈发激烈的问题，本研究采用案例研究法对伦敦市郊铁路的投融资模式进行研究。本文首先对市郊铁路Crossrail线路概况、开通历程、社会经济效益进行介绍，其次重点分析探讨“央地共同出资+受益主体出资”模式中央地出资比例及金额、不同受益主体出资比例及金额。最后从央地共担、吸引社会受益主体、TOD一体化开发、吸引其他交通运输企业归纳总结该线路投融资经验.本研究为我国市郊铁路乃至整个城市轨道交通行业投融资的带来新案例、新思路、新理念。

In view of the contradiction between the construction intention and financing situation in China, this study adopts the case study method to study the investment and financing mode of London suburban railway. This paper firstly introduces the general situation, opening process and social and economic benefits of Crossrail suburban railway line, and secondly focuses on analyzing and discussing the proportion and amount of central and local government investment, the proportion and amount of different beneficiary entities' investment in the mode of "co-investment by central government and local government + contribution by beneficiary entities". Finally, the investment and financing experience of the line is summarized from the central and local co-ownership, attracting social beneficiaries, TOD integrated development, and attracting other transportation enterprises, This study brings new cases, new ideas, and new concepts for the investment and financing of suburban railway and even the entire urban rail transit industry in China.
