地铁工程施工图审查是政府监管地铁工程勘察设计质量的一项重要手段。通过与建筑工程对比，说明我国地铁工程存在施工图审查机构数量少、全国范围承揽业务、审查费率低等特点，分析在施工图审查制度执行中审查机构抗风险能力差、高度市场化易导致不正当竞争等问题。通过借鉴发达国家和香港地区的施工图审查制度和实施经验，提出当前我国地铁工程施工图审查体制改革的几点政策建议。

Construction drawing inspection is an important means for government to regulate the quality of metro project surveying and design． As compared with building construction projects，in metro construction the construction drawing inspection features a small number of inspection organizations which deal with business all over China at low inspection toll rate． Problems are revealed such as unfair competition caused by low risk resistant ability of inspection organizations and intensive marketization in the process of implementing construction drawing inspection regulations． Policy proposals for system reform of metro construction drawing inspection are presented from learning the experience in regulations of construction drawing inspection and their implementation in developed countries and Hong Kong area．
