对2011—2014年环保部审批的31座城市轨道交通变更环评项目进行系统梳理，总结其城市轨道交通主要变更情况。结合最新的变更环评管理要求，从性质、规模、地点、采用的生产工艺以及环保措施等5个方面对城市轨道交通主要变更情况进行分类，并提出其重大变动的界定条件。研究并提出城市轨道交通变更环评的重点评价内容。最后，从国家和地方2个层面提出对策措施，并建议强化环境监理和出台相关指导性文件，以期提高城轨交通的环境管理水平。

Thirty-one urban rail transit EIA documents, approved by Ministry of Environmental Protection analyzed from 2011 to 2014, were systematic analyzed , and the main changes in urban rail environmental impact statements are summarized. On the basis of new demands for changed EIA, the main changes are classified from the aspects of property, scale, position, production technology and anti-pollution measures, and the main boundary condition of the main changes are proposed. Through research, highlights of the changed urban trail environmental impact assessment statements are raised. An the last part，aim for improving urban rail EIA , some suggestions are proposed from the aspects of national and local management , and also including reinforcing environmental supervision and introduce some guide policies.
