围绕城市轨道交通运营安全管理体系,通过对比、分析北京、上海、广州等3家成熟地铁公司的运营安全管理模式、3种高职院校理论教材以及安全生产标准化考评细则,找出存在的问题,如:思考角度不同,模块划分不全面、安全管理与规划、设计、建设衔接不足,以及乘客未与参安全管理等。针对上述问题制定相应办法.对城市轨道交通运营安全管理体系提出新的思考,包括运营前介入、运营中管理、运营应急等三个方面,即从规划、设计、建设阶段介入,通过机制与专项进行具体的管理和控制,形成良好的应急处置能力等。

This article focused on the safety management system for urban rail transit operation. The three mature operation safety management modes in Beijing, Shanghai, and Guangzhou were compared and analyzed. The three theoretical textbooks of higher vocational colleges and the standardized evaluation rules of safety production were studied. Problems are identified, such as different perspectives, insufficient modules, discrepancy among safety management, planning, and designing, non-involvement of passengers in safety management and so on. Countermeasures are suggested for the above problems. New thinking on the safety management system for urban rail transit operation is put forward, which is composed of three parts: pre-operational intervention, operational management, and emergency measures. Specifically, safety management should be conducted at all of the three stages, that is, the planning, designing, and construction stages, so as to formulate efficient emergency measures by way of establishing the mechanism and adopting specific management and control measures.
