分析京港地铁运营资产全寿命周期管理体系,该体系以资产全寿命周期为主线,引入阶段重视需求管理,维修替换阶段采用三级预防机制,全流程信息和风险管理,实现成本、表现及风险的最佳平衡。需求管理即是重视资产引入阶段的管控,使其在满足功能需求的同时将运营需求灌输到资产设计环节,使接收到的资产最大限度满足运营需求,而无需再耗费资源进行变更;预防机制体现“前瞻性”管理理念,通过历史数据的分析和资产现状的评估,采取措施提前应对资产未来的变化,保证有效达成预期目标,从而实现可持续发展。

This paper analyzes asset management system of Beijing Metro which is based on Asset life-cycle of the main line,emphasizes demand management , adopts three-level prevention mechanisms, employs information electronization and risk management to achieve the optimal portfolio of performance risks and expenditures. Demand management emphasis on management and control of asset introduction stage to instill the functional needs and operational requirements into the design aspects of the asset, to avoid wasting resourc for modification. Prevention mechanisms means "forward-looking "management philosophy, through the analysis of historical data ,and assessment of the status quo of the assets ,to take measures to deal with future changes in assets in advance. Thereby, the company obtains the desired objectives, to achieve sustainable development
