Following the unexpected pandemic in 2020, passenger travel gap safety and transportation in an orderly manner needs to be managed carefully. This is particularly important when making plans to manage epidemic prevention and the fast-growing passenger traffic due to work resumption. This study focused on equalizing the vehicle load factor. It analyzed the characteristics of the time-space distribution of passenger travel and has broken the existing resource allocation constraints. The optimization of the urban rail transit scheme is configured by factors such as an unbalanced organization, and multiple routes. The networking scheme is effective for mitigating the contradictions between capacity and travel needs. The study also provides practical suggestions for reducing train congestion, improving travel efficiency, and reducing operating costs.
