It was gloomy with the unexpected epidemic in 2020. For urban rail transit operation, it is important to ensure passenger travel gap safety and transportation orderly, when making overall plans with the epidemic prevention and the fast-growing passenger of work resumption. This paper focuses on equalizing the vehicle load factor. It has analyzed the characteristics of the time-space distribution of the passenger travel and has broken the existing resource allocation constraints. The optimization of the urban rail transit scheme is configured by the unbalanced organization, multiple routes, and so on. The networking scheme is good for mollifying the contradictions between capacity and travel needs. It also provides a practical experience on reducing train congestion, improving travel efficiency and reducing operating costs.
