东京的TOD(Transit Oriented Development)开发是以车站为核心拓展车站空间,将整个街区细致地衔接起来。本文将以东京中城日比谷(以下简称中城日比谷)作为案例,研究TOD型城市更新。中城日比谷通过接驳开发地块以外的地铁站,在提升可达性的同时,构建出舒适的慢行网络。 此外,伴随城市的发展,逐渐涌现如何完善以人为本的公共空间,如何打造人气聚集地等问题。城市更新项目也因此需要对周边区域做出一定的公共服务,来提升城市的公共利益。东京的城市开发制度让开发商能够更灵活地进行规划的同时诱导其进行公共服务建设。中城日比谷便是运用此类城市规划机制的城市开发项目之一,通过多方合作实现了跨领域的城市开发。政企合作也是其中不可或缺的要素,高质量的公共空间,城市的活力营造在借鉴企业等社会资本的技术经验之后在东京得以更好地实现。

In Tokyo, TOD (Transit Oriented Development) development has been developed to expand the station space focused on the station and connect the entire town in detail. In this paper, we will take Tokyo Midtown Hibiya (hereinafter referred to as Midtown Hibiya) as a case study of TOD-type urban renewal. At Midtown Hibiya, we aimed to improve convenience and build a comfortable network by connecting to a subway station out of the developed region. In addition, problems along with the city development, such as improving public spaces for pedestrians and creating lively bases, are hopefully solved by urban renewal. Developers can make highly flexible plan proposals, and also need to make developments that contribute to the public. Midtown Hibiya use various cooperation methods for cross domain development through such urban plan mechanism. It is possible to utilize the technical experience of society capital to form high quality public space, thus promoting urban prosperity.S
